## Pennsylvania RAMP Program Context

RAMP (Responsible Alcohol Management Program) is administered by the Pennsylvania Liquor Control Board (PLCB) under the Pennsylvania Bureau of Alcohol Education, operating under Pennsylvania Title 47 (the state's primary liquor code).

RAMP has two distinct components:
1. **Server/Seller Certification** — for individual employees who serve or sell alcohol
2. **Owner/Manager Certification** — a separate, more advanced program for licensees and management

**Who must complete Server/Seller certification:** Any employee whose job involves directly serving or selling alcohol at a PLCB-licensed establishment — bartenders, servers, banquet staff, retail clerks, brewery/winery tasting room staff, stadium concession workers, and grocery store staff with beer licenses.

**The 6-month hire rule:** Employees must complete RAMP Server/Seller certification within 6 months of being hired at a licensed establishment.

**The 80% passing requirement:** A score of at least 80% is required to pass the final exam and receive certification.
